Is God Reactionary?

Does God react to mans choices?

"O Jerusalem, Jerusalem, thou that killest the prophets, and stonest them which are sent unto thee, how often would I have gathered thy children together, even as a hen gathereth her chickens under her wings, and ye would not!" (Mat. 23:37).

The Bible is full of evidence that God interacts with man as Man makes decisions. One may call it reactionary if he likes bu
t its all in the terms we use to explain how God interacts with mans decisions. Just because God knew something would happen does not mean he planned it or ordained it to happen that way. To say this would be to say God plans evil the fact is that God allows evil and wrong choices and works through them. To say this does not make God reactionary, just because God is able to plan his responses to our decisions long before we were born and before the world was created doesn't make him reactionary. It makes him all knowing and wise.

Isaiah 55:8-9
King James Version (KJV)
8 For my thoughts are not your thoughts, neither are your ways my ways, saith the Lord.

9 For as the heavens are higher than the earth, so are my ways higher than your ways, and my thoughts than your thoughts.
